Enhancing Urban Safety and Security addresses three major threats to the safety and security of cities: crime and violence; insecurity of tenure and forced evictions; and natural and human-made disasters. It analyses worldwide trends with respect to each of these threats, paying particular attention to their underlying causes and impacts, as well as to the good policies and best practices that have been adopted at the city, national and international levels in order to address these threats.

"With rapidly increasing urban populations, cities in Africa are faced with enormous challenges and will have to find ways to facilitate by 2015 urban services, livelihoods and housing for more than twice as many urban dwellers than it has today. A worrying trend with the African urbanization process is that it is a process rooted in poverty rather than an industrialization-induced socio-economic transition as in other major world urban regions.

Half of humanity now lives in cities, and within two decades, nearly 60 per cent of the world’s people will be urban dwellers. Urban growth is most rapid in the developing world, where cities gain an average of 5 million residents every month. As cities grow in size and population, harmony among the spatial, social and environmental aspects of a city and between their inhabitants becomes of paramount importance. This harmony hinges on two key pillars: equity and sustainability.
