The quality of living condicitions and wellbeing of city dwellers is a central goal of urban policy. Urban plannig plays a critical role in reducing the levels of pollution and increasing the quality of life on cities. This document provides a guide to reorienting urban planning towards the principles of local Agenda 21 through a process with 21 steps , divided into six main stages. Each stage is illustraded by examples of current European activity that can act as models to shape future practice.

Yet they also are burdened with many problems including congestion, and the renewal of infrastructure, the spread of distressed urban areas.

Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth.

Europa es uno de los continentes más urbanizados de la Tierra. Alrededor del 75% de su población vive en zonas urbanas. Sin embargo, el futuro urbano de Europa es una cuestión que suscita gran inquetud. Más de una cuarta parte del territorio de la Unión Europea se puede considerar suelo urbano. En 2020, aproximadamente el 80% de los europeos residirán en zonas urbanas.

Today, approximately 75% of the European population live in urban areas. But, the urban future of Europe is matter of great concern. Our consumption patterns are completely different from what ther were twenty years ago. The sprawling nature of Europe´s cities is critically important because of the major impact that are evident in increased energy, land and soil consumption.
