El Programa 21, aprobado el 14 de junio de 1992 por la Conferencia de las Naciones Unidas sobre el Medio Ambiente y el Desarrollo, es un programa de acciones que exigía nuevas formas de invertir en nuestro futuro para poder alcanzar el desarrollo sostenible en el siglo XXI. Sus recomendaciones van desde nuevos métodos educativos, hasta nuevas formas de preservar los recursos naturales, pasando por nuevos caminos para participar en el diseño de una economía sostenible.

UN-HABITAT is supporting cities in developing countries to address climate change. A component of the Sustainable Urban Development Network (SUD-Net), the Cities in Climate Change Initiative (CCCI), builds on UN-HABITAT’s long experience in sustainable urban development, specifically through the Sustainable Cities rogramme and Localizing Agenda 21 Programme.

The sustainable cities programme (SCP) is a practical response to the universe search for sustainable development. The SCP focused primarily on capacity building in urban environmental panning and management.

The urban environment and local governance has been accorded unparalleled attention in the recent international debate on development. UNCED, the 1992 Earth Summit, will be remembered as the conference in which the world acknowledged the importance of the environment for social and economic development. UNCED also recognised the potential of the SCP as a vehicle for implementing Agenda 21 at the city level, and recommended strengthening its role in this regard.

La urbanización sostenible: El logro de la Agenda 21

Sustainable urbanisation requires lasting economics growth, resulting in reduced poverty and greater social inclusion, and taking account of the relationship between rural and urban areas. It is vital that all organisations involved in development coperation act together to address the challenges of sustainable urbanisation, in support of national goverments, local goverments and their partners. This document is an important contribution to further developing the framework agreed at the World Urban Forum and providing a solid basis for coordinated action.
