Cambio Climático

Proxecto "A Posta"

Decision-makers who guide urban development need the most reliable and current information possible upon which to act. Unfortunately a good deal of information – some contradictory, not all trustworthy – is in circulation regarding climate change and its potential effects upon cities. It is not always clear what represents the scientific consensus.

UN-HABITAT is supporting cities in developing countries to address climate change. A component of the Sustainable Urban Development Network (SUD-Net), the Cities in Climate Change Initiative (CCCI), builds on UN-HABITAT’s long experience in sustainable urban development, specifically through the Sustainable Cities rogramme and Localizing Agenda 21 Programme.

This report on Competitive Cities and Climate Change presents findings on the impact of metropolitan regions on climate change. It illustrates how local involvement through climate-conscious urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities. The report analyses policy tools that city and regional governments can deploy to reduce greenhouse gas emissions and adapt to potential climate change impacts, including the greening of existing fiscal policies and new financing arrangements.

City governments play a critical role in addressing the global challenge of climate change. Though output in cities is responsible for the majority of global carbon emissions, a groundswell of local initiatives has placed local government on the front lines of environmental management. Yet at a moment when momentum has been building for cities to “go green”, it is unclear how their governments can attain the necessary funds to engage more actively in climate change adaptation and mitigation projects.

Cities represent a challenge and an opportunity for climate change policy. As the hubs of economic activity, cities generate the bulk of GHG emissions and are thus important to mitigation strategies.

Cities are particularly vulnerable to climate change and climate extremes because they concentrate many activities, people and wealth in limited areas. As a result they represent an interesting scale for assessment and understanding of climate change impacts as well as for policy assessment. This paper provides a conceptual backdrop for urban economic impact assessment of climate change and its specific aim is to provide both a conceptual and a methodological framework for OECD work in this area.
